Riverside development update
Riverside housing development at the former creamery site Cappamore
Cappamore Housing Association CLG (CHA) are undertaking the Riverside 10 unit residential housing development for the elderly (over 55 years of age) with the assistance 95% funding from The Capital Assistance Scheme (CAS). The Capital Assistance Scheme is a capital funding scheme used by approved housing bodies (AHBs) to provide accommodation for priority groups. The funding is provided by The Department of Housing, Local Government and Heritage through the local authority.
The CAS provides up to 95% funding for the capital works of the project. The nomination rights attached to the 95% funding affords CHA the right to allocate up to 25% tenancies not necessarily on the local authority (LA) housing waiting list but where the person/household is in need of housing. The remaining 75% of nominations come from the Local Authority Housing Waiting List. AHBs have provision to accommodate up to 25% lettings for returning elderly Irish emigrants under The Safe Home Ireland scheme.
CAS funding covers the capital costs (e.g. construction, cost of land/site, consultant fees of providing the accommodation). CAS funding does not cover fit out costs for white goods or flooring. Prospective tenants under CAS can apply to the local community welfare officer for support with these.
Tenant Rents. How are CAS rents set?
The ‘Green Book’ identifies a rent setting process by agreement between the AHB and the LA, see section 9.6, pg. 71.
Rents charged are economic rents and are generally in the region of €80-85 per week. New CAS tenants can apply to the local community welfare office for support with their rent after a means test. Tenants generally pay in region of a minimum of €35 per week and the remainder either supported/approved by the Community Welfare Officer initially and later from the local authority through RAS support of similar level.

We are asking people of Cappamore who may have a housing need and be over the age of 55 years of age to contact Limerick City and County Council to determine if they are eligible to be placed on the Housing Waiting List.
